Ghana, Your Reparations Wish is Our Command
While world leaders gather in Accra to debate reparations, the Global Reparations DAO Treasury Council has already built one. While world leaders gather to discuss reparations, and Ghana leads the diplomatic charge — the resolution this spring that named the transatlantic slave trade a crime against humanity was Ghana's — there's a structure already built and running that doesn't wait on any government's willingness to acknowledge harm. It's called the Global Reparations DAO Treasury Council, and it's live on the blockchain right now.
Here's what most people miss: diplomatic acknowledgment and material infrastructure are two different things, and history shows you can't count on the first to produce the second. France spent this spring "addressing" reparations — repealing a 300-year-old law that had carried no legal force since 1848, while its president called full repair "impossible" and the country abstained from Ghana's own UN resolution.
Acknowledgment without funding. Words without a wallet.
The Lesson Evanston Is Teaching Right Now
Just this week, the U.S. Department of Justice moved to shut down Evanston, Illinois's reparations program — the first of its kind in the country — calling it unconstitutional. Whatever you think of the program itself, the deeper lesson is structural: any reparations mechanism that depends on a city ordinance, a sympathetic administration, or a committee's discretion is a mechanism that can be reversed by the next election. Evanston built something real and is now watching it get challenged in court by people who were never going to honor it.
Why We Built It Differently
Every reparations program that has ever existed faces the same quiet threat: not just opposition, but favoritism. When the pie gets cut, the hungry should eat before the greedy do — but in any system built on human discretion, it rarely works out that way. Proximity to power has a way of moving to the front of every line, while the people with the strongest claim and the least access end up waiting.
That's not a hypothetical. It's the pattern that's repeated itself in Detroit and in city after city where reparations processes get steered by people already close to the table. A program that depends on local administrators, committees, or political networks to decide who qualifies is a program that can be captured by the very patronage systems reparations are supposed to interrupt and disrupt.
The Treasury Council is built differently on purpose. The distribution logic lives in a smart contract, not in anyone's discretion — not mine, not a committee's, not whoever happens to be in the room. No one gets to decide, quietly, that "their" people eat first.
Reparations should disrupt the power of racism, not reinforce it, or not have any impact whatsoever. A program that just reshuffles who's connected isn't disruption — it's the same hierarchy wearing a different name. Reparations should not turn into the Hunger Games, the many scrambling for scraps while a few feast, dressed up as justice. And through the Global Reparations DAO Treasury Council, it won't.
What's Actually Built
This isn't a proposal sitting in committee. It's a multi-signature treasury on Ethereum, governed by a nine-seat council with gender equity written into its structure, funded through NFT sales that turn supporters into co-owners of the work itself. RUBI — Reparations Universal Basic Income — is the continuous payment mechanism in development, designed to move beyond one-time payouts toward sustained support.
The Bridge to Accra
Dr. Catherine Namakula, Convenor of the Africa Reparation Hub at the University of the Free State, and a member of the Working Group of Experts on People of African Descent, has been invited to join the Treasury Council as its fourth seat. That invitation referenced Ghana's own UN resolution directly — this is Ghana's diplomatic win and Detroit's technical build meeting in the same room. I Couldn't Be There
I couldn't be in Ghana for this conversation in person. I'm in Detroit, litigating a wrongful foreclosure while building this Treasury from where I stand. The work doesn't wait for ideal conditions, and it doesn't wait for permission from the powers that built the harm in the first place. Detroit and Accra are two ends of the same diaspora.
